ALP Minimum Wage Adjustments

DOH notified ALP providers earlier this week (copied below) informing them that the updates recently made to 2017 and 2018 ALP rates have been reversed. In early August, DOH had posted updated 2017 and 2018 rates which recalculated the minimum wage adjustments from a regional basis to a facility-specific basis utilizing minimum wage surveys for 2017 and 2018. Payment adjustments related to these updates were reflected in Medicaid payment cycle #2242 (checks dated 8/10/20 with release date 8/26/20). See attached DAL dated 7/30/20. 

Due to data concerns related to this change in the rate methodology, DOH has now reversed the original adjustments to the 2017 and 2018 rates. Payment adjustments reflecting this reversal are expected to occur in Medicaid payment cycle #2247 (check date 9/14/20, release date 9/30/20). Members can access a listing of 2017 and 2018 rates (original, revised and reversed) on the DOH web site here. Please note that updates to the 2020 ALP rates are not being reversed and were also contained in payment cycle #2242. DOH will be providing additional communications regarding reconciliation of the minimum wage adjustments affecting the 2017 and 2018 ALP rates. NYSCAL has also added this issue to next week’s DOH monthly rate-setting agenda.

This is to inform you that the Bureau of Residential Health Care Reimbursement has published ALP rate adjustments for 2017 and 2018 and transmitted the rates to EmedNy for payment.

The ALPS rates that were loaded on July 31, 2020 have reverted to the previously approved rates.  A further update will be forthcoming.

The rates have been posted on the NYS DOH public website at :

Attention NYSCAL ALP Members: Training Available for New Medicaid System Enrollment

NYSHFA & NYSCAL have had discussions with Xerox representatives in advance of the enrollment mandate, and will work closely with Xerox and DOH to ensure adequate member communications and education throughout the Medicaid Information System transition.

DOH has announced training sites for the NY Medicaid Management Information System (NYMMIS), coordinated through its’ new fiscal agent, Xerox State Healthcare, LLC.

The initial NYMMIS Training is focused on provider enrollment, the first step in the transition of the NY Medicaid Information System from CSC to Xerox.  The enrollment phase is slated to be completed by March 2016.  DOH will be sending provider notices sometime in the next few weeks with further information.

Members are urged to access the website subscription link to receive continuous email updates and alerts.

The five year contract for MMIS services to Xerox Healthcare replaces the current CSC/EMEDNY arrangement, and is slated to transition in two phases throughout 2016/2017.
