DAL 19-16: NYS Electronic Certificate of Need Posted on HCS

The Department just posted DAL 19-16 regarding the new Certificate of Need process. All CONs will be electronically submitted on the HCS effective July 1st at midnight. Any paper copies that are submitted after that date will be returned and not processed.

The Common Application form has not changed, it will just be submitted online. When submitted electronically, it will be date stamped. In the past, when going through paper copies, it was easier to misplace information needed to process the CON and will cut down on how many times the Department would request something that you may have already submitted, but ended up somewhere else.

If you have an HCS account you can view the format prior to it going live.  Sign in to HCS and go to the home page.  At the top right side, click on ”My Content” and in the drop down box, click on “All Applications”, on the next screen, select the letter “N”. Scroll down the page and you will see NYS Electronic Certificate of Need (NYSECON).  To the right of the title you will see either a plus + button or a – minus button.  If the button is red, you have already added it to your HCS home page “My Applications”.  If you see a plus + green button, click on the button and it will be added to your “My Applications” on the HCS home page.

1.  Where can one find training information on NYSE-CON?

There are eight (8) Self Paced Learning (SPL) training modules available; either directly in the system or in the Health Commerce System (HCS).  These are broken down based on functionality so as to make it easier for a reviewer to choose an area of specific interest.

There are two (2) options to find the training:

    •    Within the NYSE-CON system the Training link is available in the top right corner near the Help link.  By selecting the Training link it will bring you to the eight (8) SPLs.

    •    Once one has saved NYSE-CON in the My Applications section on the left of the HCS screen there is an Information Icon (blue circle with a lower case i) that will be to the          right of the system link.  Perform the following sequence to access the SPLs:

         1.  Select the Information Icon

         2.  Scroll to the bottom of the page and you will see a training link in the Application Assistance section

         3.  Once one selects the training link it will display the eight (8) SPLs to choose from.

2.  What are the roles available within NYSE-CON?

There are two (2) roles available within NYSE-CON:

    1.  CON Submitter: allows an applicant user to create, update and submit applications in NYSE-CON.

    2.  CON Updater: allows an applicant user to update CON applications but not create or submit them.

3.  How do I add multiple instances of a document in the Correspondence section?

When Schedule 2 is selected as the document type you will see the following message ‘A unique description is required for this document.’  Please use the following unique information in the description in this order:

LastName, First Name  Schedule # section letter

For example:

    •    Smith, Pat Schedule 2

    •    Jones, Pat Schedule 2a

    •    Smith, Ann Schedule 2b

    •    Smith, John Schedule 2c

This will create a separate instance that can be updated individually as needed throughout the process.

4.  What web browsers should be used with NYSE-CON?

 

Internet Explorer version 7 and higher or Firefox are suggested to use with NYSE-CON.

5.  How do I stop the security messages from appearing when I select a different tab?

 

If you are using Internet Explorer 7 or higher, follow the following steps:

    1.  Select the Tools/Internet Options and then the Security tab

    2.  Select the Custom Level

    3.  Select Enable in the Mixed Content section of  Miscellaneous

    4.  Select OK and OK to save the change

6.  Can I have two versions of NYSE-CON open at one time?

Yes, but you must open separate browser windows to maintain data integrity.  Note, the tabs in Internet Explorer are not considered separate so one must open up a new browser session.

7.  Why is the Correspondence tab blank?

This happens when Microsoft Internet Explorer does not have java scripting  enabled. Follow these steps to enable it.

    1. Open Explorer window

    2. Select Tools on the menu

    3. Select Internet Options

    4. Select Security tab

    5. Select Custom Level button

    6. Scroll to the bottom and then slowing move back up

    7. Select Enable for Scripting  Active Scripting

    8. Select OK

    9. Select Yes when asked Are you sure you want to change the settings for this zone

    10. Select Ok

8.  How do I copy the search results into Excel?

This will work for Foxfire browser only

    1. On the Search Results page

    2. Select the 'Display All' in the Per page

    2. Select the Selection Box to deselect all items

    3. Highlight all of the items

    4. Copy the items (ctrl C)

    In Excel

    5. Paste Special

    6. Select Text

  • NYSECON Home Page - Selecting this link will return the user to the home page and will clear any data previously viewed on other tabs.
  • Help - Will display a general help window allowing the user to search for assistance.

  •  Projects - By selecting this link, the application will direct the user to the Project Search page allowing the user to view the application data for a project under CON review. This will also clear out any information on a previously viewed tab.
