NYS DOH Healthcare Facility Evacuation Planning Application (FEPA) Version 3.0 Webinar Training– NON-New York City Facilities

The Facility Evacuation Planning Application (FEPA) (previously known as Facility Profile Application) is a planning tool designed to facilitate the development and maintenance of Health Care Facility (HCF) (adult care facility, hospital, and nursing home) evacuation planning information related to evacuation and send/receive arraignments. The FEPA has been modified as an all hazards planning tool for New York State (NYS) healthcare facilities. See attached for further information regarding the webinars. NYS Office of Health Emergency Preparedness Hosting Free Webinars and EP Training

The state Department of Health Office of Health Emergency Preparedness (DOH OHEP) will host two webinars on February 5, from 11:00 am to noon and February 6, from 1 pm to 2 pm – to help adult home and skilled nursing providers prepare for upcoming Emergency Preparedness exercises to be held outsideof New York City. Registration is available at www.NYLearnsPH.com (after registering, search the course catalog for OHEP-HEPCEX-2019).

The upcoming DOH-led drills, to be held from February to May of this year, include: Coalition Surge Tests (CST), Interoperable Communications (IOC) and Medical Countermeasures (MCM) exercises in the Long Island, Lower Hudson Valley, Capital District, Central New York and Western New York regions. This exercise IS NOT FOR NYC ACFS OR SNFS.

Central DOH staff will notify providers in these regions about the drill and will send notifications to certain staff roles in the Health Commerce System (HCS) Communications Directory.

These roles include: Administrator; HPN Coordinator; Emergency Response. Providers, therefore, you want to ensure that their Communications Directory is updated.

DOH has informed us that the IOC/MCM drills will be held:

Central NY – February 27

Western NY (Buffalo and Finger Lakes) – April 4

Capital District – April 11

Long Island – April 18

Lower Hudson Valley – May 9

The Department has indicated they will share the CST dates with Providers two weeks prior to the exercise.

NYSHFA-NYSCAL encourages all providers who serve residents outside of NYC to participate in one of the two February webinars so that they can learn about being part of the CST/IOC/MCM exercises. Though such providers are not required to participate, such involvement can be used to meet one of their federal and/or state emergency preparedness requirements.

OSHA Form 300A Must be Posted February 1st

Just a reminder that beginning February 1st each year, employers are required to post a summary of the total number of job-related injuries and illnesses that occurred during the previous year. The Occupational Safety and Health Administration (OSHA) requires that the summary, OSHA Form 300A, remains posted from February 1 through April 30. Employers with ten or fewer employees are exempt from federal OSHA injury and illness record keeping and posting requirements. Mark Your Calendar for NYSHFA/NYSCAL Legislative Day!

NYSHFA/NYSCAL will be holding a joint targeted legislative visitation day on Tuesday, February 26th in Albany to meet with key elected officials and policymakers regarding skilled nursing and assisted living issues and concerns related to the proposed 2019-2020 Executive Budget.

A block of rooms has been set aside at the Albany Marriott, 189 Wolf Road, Albany, New York 12205 for the night of February 25th for NYSHFA/NYSCAL Legislative Visitation Day. Reservations can be made by call 1-800-228-9290 or 518-458-8444 and reference reservation code HFA for the $149.00 room rate. The cutoff date for reservations is February 1, 2019. Also, for your convenience, attached is a link to hotel reservations.

On the evening of Monday, February 25th at 5:30 p.m., we will be hosting a reception for Senator Gustavo Rivera, Chair of the Senate Health Committee. More details to follow.

We will be scheduling a conference call to go over logistics for our Legislative Visitation Day in mid-February.

Audio Conference - The New Cultural Workplace Norm of "Sterility" vs "Civility" - NYS Anti-Sexual Harassment Law

Join NYSHFA/NYSCAL on Friday, January 25, 2019 for the New Cultural Workplace Norm of "Sterility" vs "Civility" in light of the NYS Anti-Sexual Harassment Law Audio Conference. 

On 10/9/18, NYS passed the new NYS Anti-Sexual Harassment Law which includes comprehensive provisions to address workplace sexual harassment. This new law applies to all NYS employers and requires specific employer responsibilities to be compliant. Some of these responsibilities include a detailed policy & procedure, levels of training upon hire and annually, as well as a formal complaint process. This program will review the provisions of the new law and what employers need to do to be compliant to avoid potential impact on the workplace cultural, as well as avoid common mistakes made with prevention programs.
