Federal funding was allocated to support planning and infrastructure development to prepare New York State healthcare systems to respond to bioterrorism, outbreaks of infectious diseases, and other public health threats and emergencies. This resulted in the identification of Regional Training Centers (RTC) strategically located across NYS. The RTCs coordinated planning and developed the infrastructure needed to prepare healthcare systems within their respective regions for all hazards and public health emergencies.

The Department of Health Contracts with Quality Matters LLC for Assessments

The NYS Department of Health has been granted an exemption from the Office of the State Comptroller to enter into a sole source contract with Quality Matters, LLC as the independent reviewer for individuals with serious mental illness residing in adult homes. The contract value is $1,750,000 for a five-year term beginning on September 20, 2013 through September 19, 2018.

In yesterday's special edition of NYSCAL Notes, a DAL was published by the Department regarding the use of oxygen in adult care facilities.  The DAL referenced a document published by the Department in 1997.  NYSCAL has attached Adult Care Directive No. 5-97 for your convenience as the additional guidance.

The Department of Health has issued two DALs.  The first is DAL HCBS 13-15 and it clarifies regulatory requirements of licensed home care service agencies provision of all services when providing these services directly or under contract, specifically the required responsibilities related to physician orders.  The second DAL is DAL 13-17 and refers to the use and storage of liquid oxygen in ACFs.
